Meaning: “Since…” / “Now that…” / “Given that…”
The structure “～以上は” is used to express that once a decision or commitment has been made, there is an accompanying responsibility to act accordingly. It implies that the speaker has made a commitment or choice and must follow through with actions that are appropriate for that responsibility.
