Meaning: “Rarely…” / “Seldom…”
This structure is used to describe the rarity of an action or event, usually paired with a negative verb form to emphasize that the action happens very infrequently or almost never.
　※Note: “めったに” is always used with the negative form of a verb to indicate the infrequency or near absence of the action.
